Android, How to create option Menu

Change your onCreateOptionsMenu method to return true. To quote the docs:

You must return true for the menu to be displayed; if you return false it will not be shown.

        inflater.inflate(R.menu.more_tab_menu, menu);

and don't forget to press the menu button or icon on Emulator or device
